I have the feeling that this might have been introduced by the following
change:
PR tree-optimization/17906
* tree-tailcall.c (tree_optimize_tail_calls_1): Do not attempt to
copy non-gimple reg arguments.
I have another build going on a different system and it didn't hit
this problem. This is the most obvious difference.
