The file libjava/libltdl/COPYING.LIB contains spurious text '^L' amongst the
licenses, which makes it hard for automated license scanning tools to
accurately match against this license. Please can these characters be removed.
The can be seen on lines 60, 117, 223, 274, 336, 377, 430, 464 here:

The control l mark a new page.
Also libltdl is imported from an upstream sources.

Control-L is a legal new page marker.
Control-L should be treated as an white space character for the automated
license scanning tools.
As mentioned this is pulled from upstream so please file this bug there first.
