* [PATCH] localedata: Add disclaimer to files contributed with assignment

Add the FSF's disclaimer to bi_VU, C, gbm_IN, hif_FJ, sah_RU,
sm_WS, and to_TO which were created under copyright assignment
(not DCO).

This change ensures that all 352 localedata files have either
the FSF disclaimer or the related DCO text we are using
e.g. ab_GE.

Looking at the creators of those files:

I assume that Akhilesh is covered by one of the copyright assignments
that Samsung has filed? If so those ones are good, along with the Red
Hat ones, obviously.

However, is it okay to add the license for localedata/locales/sah_RU? I
don't see Valery in copyright.list and doesn't have a Signed-off-by.

Locales do not require assignment so there isn't even a question to ask.

Yes, because assignment is not required for locales.

Since Valery Timiriliyev's contribution was pre-DCO I opted for the old
disclaimer.

For DCO contributions to locales we use the simplified new disclaimer.

Does that clarify things?

Yeah, those threads clarify things. Thanks for linking them, I was not
aware of them.

And the decision for the disclaimer on Valery Timiriliyev's contribution
makes sense to me.

Thank you for the thoughtful review!

It is exactly the kind of perspective I needed, and it makes the commit
message better than it was before.

I've pushed with added Link: tags to the above conversations so we have a
record in the git commit message that references these decisions.
