	* configure.ac: Add --with-nonshared-cflags option.
	* config.make.in (extra-nonshared-cflags): Set variable.
	* Makeconfig (CFLAGS-.oS): Use it.
	* manual/install.texi (Configuring and compiling): Document
	--with-nonshared-cflags.
	* configure: Regenerate.
	* INSTALL: Likewise.
