This patch implements various atomic and locking routines on C-SKY.

	* sysdeps/csky/atomic-machine.h: New file.
	* sysdeps/csky/nptl/bits/pthreadtypes-arch.h: Likewise.
	* sysdeps/csky/nptl/bits/semaphore.h: Likewise.
