I know this is committed already but for consistency please
use <U02BB> instead of <U0027>.  I hope my suggestion is correct.
Also I think it's correct to use the proper Turned comma character
instead of default ASCII apostrophe in comments.

Rafal,

Do you have commit privileges yet? There have been no objections having you
and Mike as localedata maintainers, so if you want to harmonize this data
you should just commit changes to harmonize and make it consistent across
the languages. Taking care though to harmonize with whatever is in other
language sources (I can't remember if CLDR has yes/no data or not).

No, I'm sorry for this.  I was busy with other things and this fell
off my radar.  I am going to go through the process now.

CLDR has yes/no data but not for all languages.  Yes/no data from CLDR
have been updated by Mike Frysinger last year. [1] Akhilesh now provides
yes/no strings which are missing from CLDR.  Beside this, yY/nN are not
present in yesexpr/noexpr in CLDR, this is our own idea to add them. [2]
Just like adding +/- and 1/0. [3]
