Can you add a benchmark to glibc? Also you are compiling w.o
optimizations on.

I was able to essentially reproduce this.
Maybe in light of these changes `max_cnt` needs to a new threshold.
Also maybe instead of `cnt += spin_count` it should stay `cnt++` so we don't
hit the futex so eagerly.
