Probably at least 95% of glibc security issues are low-risk and most
appropriately submitted in public to Bugzilla (the exceptions being things
such as CVE-2015-7547). If we add some kind of private submission
mechanism, we should also strongly discourage its use for the bulk of
low-risk issues to avoid adding unnecessary overhead for those.
