Do you want to put an assert in here that the env aliases are only there 
for numeric tunables?  Passing 0 does not seem right for strval tunables.

Maybe enhance this comment like:

   suboptions separated by comma; this is a common pattern for CPU
   feature tunables.

Alternatively, does it make sense to treat this like a list?  That would 
make this abstraction easier to read and reason, e.g.:

   if (tunable_list_contains (&t, opt, opt1_len))
   ...
   if (tunable_list_contains_cte_any (&t, opt1, opt2, ...))

and so on.  You don't actually need the while loop or state maintenance 
then.  In fact, maybe there's a case here to make a LIST tunable type.
