Yes, in the US one can transfer a copyright owner's rights on either a=20 exclusive or an nonexclusive basis. Nonexclusive licenses can be to more=20 than one recipient; exclusive ones cannot. Exclusive transfers must be=20 documented by a written agreement; nonexclusive transfers need not be. The GCC DCO form does not=20 make it clear whether it's an exclusive or nonexclusive transfer and=20 does not seem to involve a legal assignment, so these transfers must be=20 nonexclusive licenses. If Glibc uses a similar form, its DCO'ed=20 contributions would also be nonexclusive. I'm a bit surprised that this important legal detail isn't stated on the=20 form. But perhaps the lawyers who drew it up didn't want to scare off=20 non-lawyers.
