It was written by Isamu Hasegawa from IBM Japan. This implementaion is not only clean, it's actually conforming to the POSIX standard! What a change. There are still some problems reported in the PTESTS test suite but I believe those are actually bugs in the tests (and therefore in IEEE 2003.2).
