You may replace "Cyrillic" with any other script you know and ask yourself "how would I implement transliteration from Foo Alphabet to ASCII". I think that so far there was no transliteration common for all locales except translit_combine which just removes the combining diacritic characters. Can we have any live meeting, like on IRC? I think that we could have more questions answered in direct conversation. I don't object here. Previously I was complaining about large patches which arrive in two copies and tend to exceed my email quota. Regular conversation does not cause much problem for me.
