Many people in many countries speak English and many people in many countries
speak other langauges than the official ones.  We will not have all the
combinations in glibc,  Ever.  Only a few historical accidents like en_DK exist.
 All the others are locales for the official languages and nothing else.  You
can add your own locale, this is why localedef is standardized.
