Example like this: in /usr/share/i18n/languages is language files: en, fi, sv, etc... in /use/share/i18n/countries is country files: UK, US, FI, etc... and when I set in file /etc/locales.gen lines: en_US.UTF-8 en_FI.UTF-8 fi_FI.UTF-8 etc... and run locale-gen it make locales to me. And if use example locale en_FI.UTF-8 language is English everywhere in time and day informations too, system uses Finland locale setting (paper, time show, etc...), charset is UTF-8.
