Hmm, you are right that strftime() does not honor week[2], I will have to fix
that sometime *sigh*. In that case, it would probably be better to keep
week[2]==19971130 and set first_weekday to 2, to have everything set up
consistently.

Anyway, trying to compile the locale throws a huge bunch of warnings.
