How would I go about adding a locale definition for Pennsylvania Dutch?
The en_US file doesn't show characters in a lot of strings. They just
show up as <U####>. I don't know how to edit this. Is there another way?

The current en_US file on the master branch has mostly been converted to
ASCII. Does this help?
