Thank you Nils for reporting this bug and I'm sorry that you had to wait for so
long.  The problem is not limited to Arabian locales therefore I change the
summary of this bug report.

I neither know Arabic locales but obviously using 12h time specification
without indicating AM/PM is faulty.

Here is a (hopefully) complete list of locales which use %l or %I in t_fmt but
do not use %P nor %p:

Only one locale (hif_FJ) uses %I in d_t_fmt but does not use %P nor %p.

These locales use %I or %l in t_fmt_ampm but do not use %P or %p: bg_BG, cs_CZ,
sk_SK.

Other locale data seem to be correct.
