going by random articles (and the complete lack thereof), this appears to be
more of an artificial barely-niche language spoken by a handful of people (who
all speak other languages). i don't think it's worth having in glibc.

All auxiliary languages are "artificial and niche" and all their speakers, by
definition, speak other languages. That is one of the significant auxiliary
languages having an assigned 2-letter ISO code, so it is worthy of inclusion
along with other similar languages.

we aren't talking about a mother tongue here, or where communities are active
and want to preserve their history. i see no reason to include this toy
language.
if you can provide references that show a significant amount of
activity/interest, then you can make a case for it, but this isn't like
Esperanto which has a real following.
