I am pretty sure that the original author meant to display minutes rather than
the literal letter "m" because that "m" appears between "%H" (hour, correct)
and "%S" (second, correct), also according to Google Translate the word after
"%H" means "hour", after "m" means "minute", after "%S" means "second".

This bug has existed since km_KH was introduced as a resolution of the bug 826.

    km_KH locale: Use "%M" instead of "m" in d_t_fmt (bug 25323)

    A quick analysis suggests that the original author meant "%M" (minutes
    format specifier) instead of "m" which is just a literal "m" letter.
