In lv_LV, d_t_fmt contains: "%A, %Y. gada %e. %B, plkst. %H un %M".  A quick
Google search says that "plkst." means "o’clock" and is used for o’clock hours
(with the minutes being 0).  The word "un" means "and".  Also, this format does
not list seconds.

CLDR [1] does not mention any time format like this.  We have no reason to use
anything different than "%H:%M:%S".
