It looks like the issue is related to a M4 macro being used. The M4 macro generates code for the build machine and not the host the code will run on. See https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=995223 and https://github.com/libffi/libffi/issues/662. There's also a few mailing list messages.
