    libstdc++: Remove duplicate dg-do directive
    
    Also add an effective target to clarify it should only run for C++17 and
    later.
    
    libstdc++-v3/ChangeLog:
    
            * testsuite/20_util/time_point_cast/rounding.cc: Remove
            duplicate dg-do directive and add c++17 effective target.
