    libstdc++: Improve comments for check_effective_target_cxx11-abi
    
    libstdc++-v3/ChangeLog:
    
            * testsuite/lib/libstdc++.exp (check_effective_target_cxx11-abi):
            Add comments about which test flags get used by the check.
