    libstdc++: Add missing runtime exception to licence notice
    
    This file is missing the GCC Runtime Library Exception text in the
    licence header. That is unintentional, and it should have been present.
    
    libstdc++-v3/ChangeLog:
    
            * include/std/barrier: Add missing runtime exception.
