    libstdc++: Update links in the "Contributing" manual
    
    libstdc++-v3/ChangeLog:
    
            * doc/xml/manual/appendix_contributing.xml: Adjust link to
            ISO C++ standard at ANSI.
            Move link to www.open-std.org to https.
            * doc/html/manual/appendix_contributing.html: Regenerate.
