    libstdc++: use new built-in trait __is_unsigned
    
    This patch lets libstdc++ use new built-in trait __is_unsigned.
    
    libstdc++-v3/ChangeLog:
    
            * include/std/type_traits (is_unsigned): Use __is_unsigned built-in
            trait.
