Tested powerpc64le-linux, pushed to trunk.

libstdc++-v3/ChangeLog:
* include/std/type_traits (is_trivial_v, is_trivially_copyable_v)
(is_standard_layout_v, is_pod_v, is_literal_type_v): Use
built-in instead of class template.
(is_same_v): Add partial specialization for true case.
