This reorders the @{ and @relates tags, and moves the definition of the
__cpp_lib_make_unique macro out of the group, as it seems to confuse
doxygen.

libstdc++-v3/ChangeLog:

	* include/bits/unique_ptr.h: Adjust doxygen markup.
