    Update Arm entry in COPYING.NEWLIB.
    
    - per Wilco Dijkstra's patch
    - update Arm copyright notice to not exclude AArch64 and the various generic
      contributions made (like the new math functions).  Also update the date and
      change spelling to Arm Ltd.
