    Added function prototypes to newlib/libc/include/pthread.h
    for the following Issue 8 Standard APIs:
    pthread_cond_clockwait()
    pthread_mutex_clocklock()
    pthread_rwlock_clockrdlock()
    pthread_rwlock_clockwrlock()
