I have bumped up the newlib release to 4.1.0 to create a yearly snapshot,
even though we recently did a major bump to 4.0.0.  I messed up the push of
the 4.0.0 bump changes that are in the previous snapshot so it made sense
to do a minor bump and thus encourage people to use it.

Thanks to everyone who contributed and special thanks to Corinna for
leading the project and reviewing just about everything during the year.
Also thanks to Paul Zimmerman for helping identify some math regressions
just in time to be fixed for the yearly snapshot.
