I sent such a mail (twice, actually, to be sure I didn't made a typo) and then sent another copy of my message to gcc@gcc.gnu.org (dated Fri, 28 Sep 2007 15:33:24 +0100). This new messages never got to the list either. (Also, in the recent past, we received a report on fortran@gcc.gnu.org from someone who said the global-allow-subscribe trick didn't work for him.)
