They are in the ORBS static list, read
http://sources.redhat.com/lists.html and the info on orbs.org.

Our scripts are buggy in that the bounce message should be clearer
about this (or we should just ignore listings on the ORBS static
list).

    panix$ nslookup 1.111.15.203.relays.orbs.org
    Server:  localhost.panix.com
    Address:  127.0.0.1

    Name:    1.111.15.203.relays.orbs.org
    Address:  127.0.0.4

    panix$ 

203.29.91.49 has been removed since they sent that message (?):

    panix$ nslookup 49.91.29.203.relays.orbs.org
    Server:  localhost.panix.com
    Address:  127.0.0.1

    *** localhost.panix.com can't find 49.91.29.203.relays.orbs.org: Non-existent host/domain
