I'm using red hat linux 8 with cvs client 1.11.2.
I use anonymous cvs.

Chris earlier installed a load average limit, but I think he set the
limit to be 2 rather than the intended 20. I made what appears to be
the appropriate correction. Chris, please take a look. Anonymous CVS
appears to work for me now. Let us know if you still have trouble.

Yes, that's correct. I misread the documentation somehow and thought it
was tenths rather than hundredths.
