Joseph has a good point. Assuming I have a list of e-mail addresses,
how can I update the gcc-maintainers list on gcc.gnu.org such that it
exactly matches this list?

I think only root can do it. It can be done using ezmlm-sub and
ezmlm-unsub to adjust the existing list.
