Yeah, bugzilla does not expose this functionality, even to me as a bz
admin.

Considering that in these two weeks, the bz announcement has already
traveled to bug-binutils@ and thence to archives, it seems the horse
has left the barn, so I suggest just CLOSE'ing this one and opening a
new one.
