I know bugzilla has its own permission system that is independent of the
source control system.

I'm not sure who manages the bugzilla system to get you more permissions
to assign bugs to yourself.  I've cc'd overseers to see if someone there
can answer.

The GCC bugzilla system has an account matching turned on, that is all
accounts that has @gcc.gnu.org in its name has more permissions than
normal accounts including but not limited to assigning bug reports.

USER@gcc.gnu.org bugzilla userids automatically get more privileges.

Any gcc bugzilla administrator can add the 'editbugs' flag to an
aspiring user.  Jeff, want to become an administrator?

I have logged in with my gcc.gnu.org account and I see all administrator controls and possibility to assign myself a bug.

This is what we do in glibc.

B0. The bug tracker is Bugzilla on sourceware.org. New users do not 
have the editbugs group access which means that while they can create 
bugs they cannot edit any aspects of the bug once created. This is 
done to avoid spammers modifying existing bugs. If you need the 
ability to edit bugs please request it on libc-alpha@sourceware.org 
or on IRC freenode at #glibc, the bugzilla admins and senior members 
of the community can grant this access once they know you're not a spammer.

with the permission in a community maintained way.
