Done (at the bugzilla user administration level, "disabled"). This
doesn't blacklist him in any significant way (sockpuppets etc.), but
it may send the right message.

Maybe he's just trying to add himself to the cc: list, and not knowing
he doesn't have to leave a comment. If this is the worst he's done,
maybe he does not deserve punishment but rather education.
