Done (at the bugzilla user administration level, "disabled").  This
doesn't blacklist him in any significant way (sockpuppets etc.), but
it may send the right message.

Maybe he's just trying to add himself to the cc: list, and not knowing
he doesn't have to leave a comment.  If this is the worst he's done,
maybe he does not deserve punishment but rather education.

Are the updates all coming from one IP address?  Could someone have
been rooted by the code in PR 52337

Thanks a lot about the disabling. By the way, I'm still seeing trash 
appearing on gcc-bugs, I suppose was already queued, unfortunately.
