A week or so ago I submitted a patch to the mailing lists libc-alpha and
libc-locales that adds RISC OS locale to glibc.

I never heard anything back so I thought I would create a bugzilla bug to
track it, but account creation is disabled.

I've been working with my service provider this week to track down this
issue.

It turns out that the perlscanner module of Qmail-Scanner 1.25 [1] on
their end is quarantining the confirmation messages with the event
"Policy:Bad_MIME" and description "Disallowed  characters found in MIME
headers".  There seems to be some non-ASCII character in some mail
header.

I notice Sourceware uses Bugzilla 4.4, and I've previously been able to
create accounts on installations of other versions of Bugzilla.  So I
tried creating accounts on testing installations [2] of Bugzilla 4.2 and
4.4 to see if maybe something changed between versions.  I received
confirmation messages from both versions, so this appears to be an issue
specific to the Sourceware Bugzilla that causes Qmail-Scanner to reject
the messages.
