	My ping time to gcc.gnu.org is 17ms, but I and others still are
experiencing extremely slow performance of web access: static pages,
mailinglists, cvsweb, etc.

That was the clue we needed (I was looking at CVS and local disk
performance).  Somebody at 222.64.51.72 was clobbering the web server.
Their IP address has been blocked.

	It is not network delay.  Many people on IRC #gcc were reporting
sluggishness.  The problem apparently was due to an rsync process.

I don't see anything wrong, really.  The load average is reasonable,
the disk activity is reasonable, there isn't anything special in the
log files.  There are a couple of rsync processes, but I wouldn't
think that would be enough to make the machine seem slow.

It doesn't seem that slow to me in a couple of minor tests.  What
kinds of things seem slow to you?  And what are your ping times to
sourceware (I'm seeing about 39 ms)?
