The sourceware cvs pserver has a limit of 10 concurrent CVS
connections. If the server is at the limit, a new connection will
hang waiting to be accepted until an old connection goes away. That
could be what is happening here.
This does not apply to a :ext: connection using SSH, only to a pserver
connection.
