You will need a full cygwin installation first.  Once you have that, a
simple "configure; make all install" should theoretically work.

"sid" is not really an acronym.

One may run eCos applications on sid, if one chooses a supported pair
of configurations.  The canonical one is ARM7 on the PID board.
