	* sidbusutil.h (bus_arbitrator): Remove passthrough_pin.
	(check_passthrough): Now takes 'upstream' argument. Correct all calls.
	Don't check passthrough_pin here.
	(access_latency): New virtual method of bus_arbitrator.
