It isn't quite that simple.  Read section 3.

The "upon request" scenario is 3(b), which requires a written offer,
good for three years, on the distributor's part.

Generally speaking people on the net go for option 3(a), which entails
putting the source into the same package as the executable.  This is
easiest.
