    This is a fix for PR ld/16761 - the linker now has a dependence upon the binutils
    because it needs to windres tool (for some targets).
    	* Makefile.def (dependencies): Make all-ld depend on all-binutils
    	for WINDRES_FOR_TARGET in default-manifest.o rule.
    	* Regenerate.
