    PR13489: Look up kallsyms_task_user_regset_view if needed, even without any uprobes
    
    This is needed to compile loc2c-runtime.h on zero-uprobes kernels.
    
    * runtime/runtime.h: Unwrap it from if CONFIG_UPROBES.
    * runtime/transport/transport.c: Look it up.
