    PR13661: Relax Server Rlimits (move to stap)
    
      Added rlimit options to stap:
        --rlimit-as=NUM
        --rlimit-cpu=NUM
        --rlimit-nproc=NUM
        --rlimit-stack=NUM
        --rlimit-fsize=NUM
      These options will set the appropriate rlimits to whatever is
      provided.
      Removed all rlimit handling from stap-serverd.cxx. These values
      can be specified in ~stap-server/.systemtap/rc.
      Default values are added to ~stap-server/.systemtap/rc on install.
