I case others are getting similar errors while building this:

In Fedora 10 xmlto was split into xmlto and xmlto-tex (which provides fo/pdf):

So yum install xmlto-tex to get the fine reference manual.

Hmm, so we'd better add xmlto-tex to buildreq (in case of Fedora10)?

I've fixed this by adding a file-based buildreq on xmlto's pdf support
(fo/pdf). I've tested that this works under f8, f9, f10, and rhel5.
