[Bug documentation/9709] New: xmlto doesn't work on all distributions

"xmlto pdf ..."  is unavailable or doesn't work at all in some distributions. 
(Noteably, Ubuntu Hardy).   It would be useful if it were possible to bypass
creating the SystemTap Tapset Reference manual so it is at least possible to
compile SystemTap on such distributions.  (I noticed this when I was forced to
upgrade SystemTap to make it work on 2.6.28.   I worked around this via "make
-k", but systemtap is still failing.   I need to do more debugging on this, and
I'll file that as a separate bug.)

Also it does not work on Debian, because of (6 years old?) bug in {pdf}xmltex.
I'll probably build it with fop, if there is nothing better...
