When using separate debuginfo STAP_PROBEs aren't found.

exelib.exp has a new test for this (mark.tcl) that is currently disabled because
it fails all testcases that have sep-debug.

It looks like the translator looks in the wrong order (main/debuginfo) for the
actual .probes section bits.
